As a Canada who speaks both French and English and who follows politics quite closely, I have to say that the headline and some of the reporting here is quite misleading.
A reduction in immigration has broad support across Canada. I wouldn't say that notion is dividing the country in any significant way.
You do have certain industry groups that disagree, but among the population these reductions have broad support.
This is a historic change in public opinion in Canada, but it has been driven by the unprecedented increase in immigration under the last term of the Trudeau government. To put this in context, non-permanent residents in Canada numbered around 1.5 million on Q3 2023, but by Q3 2025, that number sat a just over 3 million. The previous government increased immigration targets by 3 or 4 times over what they had been for years, which caused a number of economic issues. Essentially, the volume was simply too high for the economy and society to support. This was unfair to both Canadians and new comers, many of which could not find employment or afford a decent place to live.
The changes being suggested are largely bringing Canada back to what the targets were for over a decade before, though a bit lower to account for the sudden surge. Canada remains one of the most pro-immigration countries in the world.
However, and this is where I think DW's reporting is misleading, there is a distinction to be made between policies at the federal level and policies at the provincial level.
Immigration, per our constitution, is a federal matter, however, Quebec in particular is distinct from other provinces. I don't mean only culturally and linguistically, but also in the powers that have been devolved to it by the federal government.
On the question of immigration, Quebec has more powers and more ability to set its immigration targets and programs than any of the other 9 provinces.
The particular program discussed here, the Quebec Experience Program (PEQ), is a particular immigration stream that only existed in Quebec. So what is happening with that program cannot be labeled as a whole-of-Canada thing.
Where the changes to the PEQ are controversial, unlike the general changes at the federal level, is that people who immigrated under that specific program were promised certain things. There was a multi-year time line to Permanent Residency and then Citizenship. Many of those people have been in Quebec for 5-8 years already. However, the changes made to the program were done in such a way where people who many years into the program, had gotten an education, started a career, had children, ect. are now being told they can't continue and must leave Canada.
There are even stories of people who married Canadians, now have children, and the one parent who was under this program now faces the possibility of having to leave Canada and be separated from their family. All through no fault of their own.
That is what many people see as unfair, and I agree, however limiting future applications under the program, to bring in less people, that is not controversial.
Canada has no responsibility to bring in people who are not already in Canada, but Canada does have some responsibility towards people who uprooted their lives to move to Canada and built new lives here based on promises and representations made to them by the Canadian and Quebecois governments. We should no simply kick those people out of the country.

It is also very hard when every single store; walmart; Fast food is all India. Other races will not be hired, so all we see are India taking over every taxi and every single job. They can tolerate having all their family live in one house, as they buy multiple homes. These homes are left empty, until enough house are bought to take over a lane or an entire neighbourhood. I live in Brampton, i am all for diversity but where is the diversity if everyone is Indian. I am French originally and i am in a minority of one! Let's be clear, the massive Indian increase in the population is due to Trudeau's immigration policy, the indians did not jump over the border as some of the comments suggest, they mostly came here legally, and this was done without broad agreement of the Canadian population as a whole. Canadian population went from being 30 million inhabitants to 40 millions in just over a decade, a massive population increase in a short time due mostly to Indian immigration with huge impact on housing , cost of housing, infrastructure, jobs, taxes, etc... The liberals have a lot to answer for the disaster which Canada has become in the last 10 years and yes they got rid off Trudeau, but they are still in power, stiffling the potential economic growth of Canada which should be a rich country instead of being a country where many people live from pay cheques to pay cheques.

Looks like there is a lot of economic activity in the town, what’s the problem? With all the negatives it looks like it’s a net positive? Otherwise it would be a ghost town in no time.
I’d suggest the immigrants who are setting up businesses to extend their employment to other racial groups. The government should screen better and slow or shut immigration down for some time.

I'm a born and raised Canadian, as well as my husband. Even before our country was completely taken over, employment was hard to come by because of the fw's. 8 years ago, my husband had enough with trying to find a job, he stopped counting at over 450 resumes that were ignored, so he decided that we should start our own company, a small delivery company that 2 years later, we added a safe ride service to (driving drunk people home in their own vehicle). I was the manager of a little pizza place, which was run by immigrants, but good ones. I was hired because my husband approached them about doing deliveries, and they wanted to meet me. I had no idea I was going for an interview but they begged me to work for them, their reason; although they could speak English, they weren't fluent in it, so they wanted an English speaking employee who could easily understand the customer's. Within days, I was promoted to manager, and I loved my job and all of them. They treated everyone with such kindness and generosity. I found out just how much support they got from our government, when I broke down one day because I couldn't afford my prescription. My boss was so confused because he and his family got free prescriptions, dental, eye care, etc and they thought everyone got that. My boss paid for my prescription and actually apologized to me for how our own government treated us.
He also showed me that they get $2,500 every 2 weeks, funding to start or buy businesses, but if they don't hire other fw's or immigrants, that funding changes to a grant and they have to pay it back.
They are given money for housing, and vehicles.
He was pushed out of that business by his 2 partners, and the partner's promised him I would keep my job. That was a complete lie. They stopped putting me on the schedule, claiming financial problems (bs), but hired not one but two new full time immigrant employees.
I lost it and quit.
Our town isn't that big, and word spread fast, especially when everyone found out that I was still owed over $2,000, which I will never see because no government agency will help me.
Their business is actually struggling now and I love that for them.
As for my husband and I's business, it's going strong but I came unglued when we recieved a letter from the government "suggesting" that we hire immigrants. I wrote back, telling them in no uncertain terms would that ever happen, and it will be a cold day in hell when one of us steps back so one of the government's favored people can take that money from us because we are the only 2 employees and we're not sacrificing a damn thing for someone who already gets everything.

I'm pretty much exactly where that lady in the car is at. Enough to make rent, pay my monthly cell phone bill, and internet, but the rest? Not enough for food, no emergency funds if something breaks or needs replacing, etc. Can't even save and put money away.
I sat down and balanced my budget, looking at what I could keep or toss. Figured out what to do for cheapening food costs as much as I could (without doing food bank), and the most I can afford for rent is $700 a month.
That's basically a room in someone's house. That's it. As an Adult, I'm disgusted it's come to this. But what angers me MOST of all, is the Landlord's I gotta argue with.
Surrey, BC used to be the cheap end of Vancouver. The welfare type housing, and low-income area. Then we had this huge book of Middle Eastern people come flying in at top speed, steam roll the community and make it theirs. They bought up all the cheap housing, ripped it down even though it was not that bad of a house, then built these custom 5-6 room mini mansions.
The standards for the area skyrocketed, and the cost of their mortgage is likely also sky high because of what they built... So what do they do? Rent the rooms, force people 2 to a room with no privacy, and if you WANT a private room? Nearly $1000.
Oh... And let's not forget the discrimination issues. If you're not going to temple or Gudwara, forget it. If you aren't pure vegetarian, forget it. And because all the other renters are "brown" and under 30yrs old, Adults are considered unwelcome.
If you have a disability and don't work, you're automatically labelled a drug user (which isn't always truth). Even if you offer proof of income, and resources or phone numbers to call, they won't bother. Too much work.
This sh*t needs to stop. I look in other cities near by, and it's happening in ALL OF THEM. I cant even relocate to get away from this crap.
I'm done. I have no car to live out of, so that's not an option. I'm not a drug user, never will be but and all the shelters are now "low barrier". Screw that.
