So whats out of control? The color if people's skin or their way of life? Foreigners are family oriented, they are having children. Canadian culture is not big of big families and they don't want to work gard and do the little menial jobs. In the early 1990s I worked with a Canadian and he said it is easy to cross the border into the U.S. but getting back into Canada was a hassle even if you were a Canadian citizen, you had to show the proper documents, be searched if you looked even slightly suspicious (aka not white). Makes a lot of sense they were keeping undesirables out of Canada but weren't concerned about who was getting into the U.S.
