The CITY voted for Cuomo and then Hochul, the rest of the state did not, but the rest of the state is so rural that the population of the city outvote the entirety of the rest of the state. That's why they pushed so hard for their sanctuary policies and providing IDs to illegal immigrants and allowing them to vote. This guarantees they keep getting reelected and increases over all state population which is used to determine how many congressional seats a state has and how many electoral votes, so more people would mean more political power.
