Hi I'm from Russia and I would say that mostly people who lives in english speaking countries they usually can only tell about wealth privilegues of having particular passport, offical status of their country and that's it. for my personal opinion the motherland is something that is more than that. Honestly, I think Russia is one of the few countries left that really stands up for traditional values. They’re all about family, faith, and keeping their culture strong. I would assume the increased legal consequences would skew the new illegal border crossings from migrants looking for work so they can raise their kids in a country with more economic oppurtunities to a higher percentage of criminals mixed in. I've had some completely institutionalized friends in Baltimore and can say that the bouncing in and out of prison/ have most exciting/chaotic situations/ brag to your friends while you pass the time locked up/ all around adrenaline rush is going to make that crowd see the conseqences as a nuicense and an exclusive challenge.
