the main concept of any foreign govt giving permanent residency is whether you fulfil the need for them, so this is good for people who have some skills and can positively contribute but anyone who just wants to go for the sake of going there is not going to get anything , they better study and then return .. this is nothing different from UK, its very hard to get Tier 2 visa in UK unless your job is in shortage or in the occupation list but the difference is that Canada has been very lenient in the past allowing people clearing just 10 years of schooling also getting student visas, this has not happened in UK as people come to study bachelor's or master when they have completed full 12+ years of schooling in their home country.. may be it was needed then in Canada but now its not the same case..so if govt is taking this step its first in the interest of the local people including the ones who have gained citizenship with proper procedure..

First teach your kids to atleast complete high school. The statistics of white kids dropping out of high school is so high and yet they complain of stealing jobs. And the few children who do complete high school won't even go to college or do their post grad. And the ones who actually go until that level will study in ivy league colleges that too in the US. And those kids will never come back to Canada and work after that. They will get a job in US itself. I heard on my visit to Canada earlier this year for vacation the same thing, BUT you talked to Canadians who were obviously unemployed/with no skills and homeless (at least it seemed like that, my apologies if that was not the case. So many who can't even read or write English have jobs, drive a car, then to make matters worse have housing yet we have a crisis? Then there's the student who comes for post graduation studies, doesn't pay as much a undergrad but still a valuable resource. However the last category comes mainly from one province in India who has political clout in Canada, so it is the hardest to curb. Parents come to Canada to provide free babysitting and cooking services to grandchildren . If they feel lonely it’s because they are not here to make friends but to stay at home . I one case , a grandparent fell ill in Canada and was sent back to India because of inadequate health insurance to take care of himself there on his own while the grandmother was not allowed to go and continued to babysit .
