I think this is an initial step of Trump trying to get Canada’s natural resources. I don’t know how it would play out, but that’s the only thing I can make sense of based on Trump’s broader actions and comments.

Harris voter here, you gotta do what you gotta do Canada. I don't know if I will make it through this but there are people out there in worse situations with more overtly oppressive governments, so I can't complain too much. As a Canadian I can tell you it is a supremely miserable feeling to have a nation which we have such strong feeling for strike at us like this. Trump knows Canada has been a close ally since Canada and U.S. were countries but when Canada and Mexico are taking advantage of the U.S. economically speaking and called out by President Trump, they don't know what to do. Can Mexico and Canada make it without U.S. as a trading partner? Can U.S. oil producers make enough energy for all the needs of U.S. citizens and their companies? Can U.S. farmers provide enough eggs, milk, chicken, beef, grains, etc. without Canada or Mexico?

Mexico and Canada's exports are 70-80% to the USA while we only export 13-14% to them. This means most of their economy relies on the USA and only a small of ours rely on theirs.
