I would assume the increased legal consequences would skew the new illegal border crossings from migrants looking for work so they can raise their kids in a country with more economic oppurtunities to a higher percentage of criminals mixed in. I've had some completely institutionalized friends in Baltimore and can say that the bouncing in and out of prison/ have most exciting/chaotic situations/ brag to your friends while you pass the time locked up/ all around adrenaline rush is going to make that crowd see the conseqences as a nuicense and an exclusive challenge.
