As a Canadian who lives in (largely French-speaking) Quebec, I don't know if our gov't even NEEDS to tariff American consumer goods, the people here are already boycotting US goods and companies en masse. Canada and Mexico are not responsible for the people in the US who chose to use drugs. Cars, parts, food etc are not manufactured in Canada for the cheaper labor - it is just as expensive there. Making some things there was just more efficient, and therefore a good business decision, and then there are the resources they provide to the USA, the oil alone is responsible for the trade deficit.
