Germany as a society never bothered to learn what is like to live with foreiners. The society doesnt think or care about learning or teaching reapect towards different culture. Germany is so culturally behind. Missed entire 90s when other countries learn about globalisation and all, because the mighty Germany doesnt need anything other than glorious themselves who has everything and can provide everything themselves.
