The problem is American's think Canada is like an unofficial 51st state of the US, but with universal healthcare. It's not. But they find out the hard way when they move I guess. Never assume a country is just like yours.

My experience about Canada after living here for a few years now: \n1): Healthcare: There are two sides of it. If you need a specialist, forget about it, just live with your disease or problems and hope it will cure itself and won’t get worse. If you are in a life threatening condition and need a surgery, you’ll get it and the medical bill won’t scare you. I needed a dermatologist, never got one, eventually had to fly to the US for a simple treatment. \n2): Taxes: You’ll pay extra to take care of the large aging population of Canada and to maintain the infrastructure in the extreme cold weather. But, you can make a good use of your RRSP and TFSA accounts, and you can also buy American stocks without paying taxes. \n3): Travel and transportation: Forget about public transportation methods like buses and trains. You’re on your own. But a vehicle ownership isn’t very hard here. \n4): Social networking: Good luck with that. Good luck finding friends here or being a part of a friends group. Canadians are polite but not outgoing and extrovert. Most people make a few friends in Schools and College. You’re not going to see people of different races and origin hanging out with each other. \n5): Real estate: Population is growing, population is aging, it’s all happening but what’s not many houses are getting built. Buying your own house isn’t easy. If you’ve bought one, good luck with the energy prices. \n5): Landscape: It’s gorgeous out here, if you want to be happy in Canada, go out for sightseeing.\n6): Jobs: Totally depends in which jobs you can fit in and what previous experience you have. If you have previously done exactly what the job profile is asking for, for sure you can find a job.\n\nIn the end I would say, I have lived in many places, each come with their downsides, you have to see what works for you. There’s isn’t a perfect world really there isn’t. You have to take the bad with the good.

Let me tell you something from my own experience, and at 82 y.o. a have plenty of it. If someone chooses a country into which to emigrate, he or she makes a choice to accept the conditions and adjusts to them. Canada is not a place to baby disgruntled outsiders, but gives them a chance to become Canadian. If you expect anything different, you don't deserve that chance. \nI was born in Vienna, Austria, emigrated with my girl friend to New Zealand, got married there and created two new little Kiwis, and after 5 years we packed up our family and relocated to California, where we brought up our son and daughter as Americans. We'll never forget our Austrian heritage, and are forever thankful to the friendly Kiwis for the start in life they gave us. But, once we decided to move to the US, we accepted the life style of our new neighbors and tried to fit into their society as well as we could. When we reached retirement age, we bought a modest home in Oregon, where we still live now and proudly fly the US flag on appropriate occasions. For the privilege of choosing your country, you better show your gratitude and your worth.

Always been friends? Thats funny because pretty sure that iff WW2 had not happened, Canada would have invaded the US as payback for the 1812 war. Because without WW2, the US never gets a war economy, all they have are riffle foot soldiers. Meanwhile Canada was already in a war economy due to its massive involvement in WW1 and viewed the US as a rival with a dangerously high population. Also in WW1 Canadian were feared for its crualty and its no mercy policies of make no prisoners, kill the surrendering, kill the wounded and their families. And right after WW1 Canada was in the perfect position fix the population problem by committing mass genocide against the US. It was really in WW2 where britain forced us to work side by side with the americans that a real friendship started between the US and Canada.

In Australia I had someone guess that I was Canadian. He said afterward that he based that on his experience that Canadians tended to be offended by being mistaken for Americans, but Americans didn't seem to mind being mistaken for Canadians.\nA couple of days later I mentioned that to a Canadian. He was a little surprised and told me that it would never occur to him to be bothered by that. I asked why not and he reminded me that Canada had over 30 million people while the Untied States had over 300 million. It's not personal. If you honestly have no idea and are just rolling the dice with your answer then your odds of being right are ten times higher if you guess Untied States.

Stuff Americans do or have that is totally different from Canadians. \n1. Americans put their macaroni & cheese in the oven, Canadians just cook it over the stove in a pot and stir in the seasoning after \n2. Americans have to pay a whole lot of money for their medications, in Canada it's mostly covered \n3. Americans talk with a weird slang dependin on which part their from, in Canada its plain english or french. (but nothing like the UK english at all) \n4. Americans don't make their poutine fries properly, in Canada its done the finest \n5. Americans have access to some of the best shopping malls in the world, Canada has to basically get everything shipped from there at extra cost.\n6. Americans well a good majority of the states can open carry firearms, in Canada that is completely illegal (but you could have a hunting rifle or crossbow if the RCMP license you to)\n7. Americans federal system is the FEDS and the ATF (correct me if i'm wrong), in Canada its the RCMP. (an NO they do not ride horses everywhere.)\n8. Americans have a much warmer weather all year around, in Canada its freezing most of the year and only get 3 ~ 4 months of warm weather.\n9. Americans well mostly in New York they have awesome chopped cheese sandwiches and cheesesteaks, in Canada you could never find that at Subway.\n10. Americans have Target, Chik-Fil-A, and Walgreens, in Canada we have Tim Hortons, Mary Browns, and Shoppers Drug Mart.

America is more racist but immigrants can and are accepted as Americans and can access the life of anyone in society. On the other hand Canada wants immigrants it can abuse, forming an underclass they can stand on top of. And while initially it’s a big step up, it’s frustrating that you or your children are never given the opportunity to progress.\n\nI can tell you from experience that going from a high social strata of society in your home country to going to an underclass is very jarring. People will claim that the diversity you’re adding is great but white Canadians don’t want to actually be your friend, you’re likely to only hang out with your group of other “New Canadians” (immigrants/refugees). And everyone just acts like it’s normal for you to live an inferior life… that’s your place in society.

Canada is what you make of it. You can arrive rich and end up poor and you can arrive poor and end up rich. In between that, you can have a great life that balances your needs. I’ve seen immigrants succeed simply because they see the opportunity in front of them . They worked hard in their own counties to stay just above the poverty line ,but when they apply that same effort here it pays off ten times greater. I feel that compared to a lot of immigrants, natural born Canadians come across as spoiled and a little lazy…we are. We haven’t had to struggle the same way someone from a poorer country might have. I’ve talked to people who’ve worked ten to twelve hours a day just to stay afloat. If you did that here you could make plenty of money to live and have some left over. As far as owning a house goes,yes it’s expensive . I feel that homeownership in any country is relatively expensive. Here is a tip; use that soaring home prices to your advantage. Houses are expensive but you can make a lot of money buying and selling. I recommend putting together a buyers group and share the house for a few years, then sell at a profit, buy a bigger house or two smaller houses.try to buy the worst house in the best neighbourhood and fix it up slowly . That house could double in value in five or six years in the Toronto market. This is nothing new of course ,the people from India and China seem to do this a lot here ,it drives up prices and profits. On the downside to this ,you are now part of the problem. As the housing prices are driven up the non wealthy can no longer afford to own a house . They are at the mercy of high rents with no rewards of ownership. They are caught in a cycle of hard work and (relative)poverty. This could also be you if you can’t keep up the house payments and are forced to rent.\nHow well you speak English is important but your native language is also useful here because Canada is half immigrants . As a Canadian that speaks only english (Irish descent)I have to say to all newcomers that I’m very impressed that you have learned a new language and that you may even speak more than two! Don’t be embarrassed about your abilities . I find that in my experience , Canadians do not look down on people just because they don’t know English. In fact ,I’ve known people that have lived here for decades and still know very little English. They are comfortable in their communities and they function just fine. Learn as much English as suits your needs and be proud of any gains you make.\nOutside of Toronto are other cities that you might consider when looking at southern Ontario.From my experience,most are generally the same, just not as big . There are large immigrant communities in London Ontario, Hamilton and just outside of Toronto where housing is just a little bit less expensive but the commute to work is probably longer. This is just my opinion but in the small towns there are less people of colour , (which is what people of no colour call everyone else . I wonder if I’m called a person of no colour in some other culture ? LoL ). That might make it harder for you to feel integrated ,if that’s what you want. I’m not saying that people from other cultures can’t make it in a small town , I’m just saying that it’s definitely not Toronto . Here, people of any nationality can feel like they have a place where they can belong . It seems that no matter where you are from ,there is a community already here that’s set up restaurants and stores and clothing shops and newcomer support systems. And if your from Portugal or China or India or Africa or the Middle East, there are large groups of your kin here that have established roots for generations and you probably know this already.\nToronto means meeting place and that becomes evident quickly. I was born here and it’s one of the things I love the most about my city. I’m not going to say that there isn’t systemic racism here ,the people of no colour still kind of keep the top position , but as we become a minority in a decade or so ,I hope that will shift to a broader spectrum. It’s certainly happening already. One good thing is that the police department tries to hire people of colour so that racialism may play a smaller role. We’re getting used to seeing our politicians more and more reflect their constituents.\nI have to talk about the weather. Because I’m from here I’m used to the extremes of minus thirty and plus thirty . Eventually you get used to it (somewhat). Dressing in the right clothes is important. Summer is easy , but winter is different. It’s trying to kill you. Spend the most that you can afford on winter cloths . If you can afford a quality parka you should get one. The hood can be drawn around the face and stay out of the wind.\nIf not ,think of layers with a outer layer that blocks the wind. We have things called long Johns that are basically full length thick cotton or nylon pants that go on under your pants and a pair of extra thick socks. Buy your boots to fit your thick socks. Try to get the best boots you can afford ,it’s something that you might spend a little extra for but never regret.\nAll in all we are a fairly organized and peaceful society. Most people are friendly and will give you a chance . We have a good social safety net here and you don’t have to be homeless or starving if you don’t want to. There are people and organizations set up to help ,that truly try to get people back on their feet. It’s a good investment that pays off in ways that matter for the quality of life in a big city. I’m not putting my American neighbours down when I say they do things differently. They have their ways ,we have ours. This is just something that we do because we’re trying to learn how to help those that society has discarded or can’t find their place. Sure we have one or two areas where the homeless have pitched tents and we have some resources for them if they want. Unfortunately The mayor recently forced a small camp to move from a very visible place to more scattered locations. There were social workers involved as well as protesters trying to protect them. I didn’t like that happening and I want to see even more resources dedicated to them ,but on the other hand ,we are trying to avoid something like what happens on the streets when it’s just ignored. When I see YouTube videos of the streets of Philadelphia I’m extremely saddened. I thank the lucky stars that I was born in Toronto Canada.\nFor all it’s pollution and expense and crowds ,I think it’s a great place to do almost anything your heart desires . For every ugly building there is a beautiful park ,for every honked horn there is a birds call , for every cold and dark day there is beautiful sunny one around the corner.

I have so many American friends at work, in my neighborhood but I never face sometime like this. I really admire my friends and neighbors. Don't forget the words Gandhiji said “ All human being are equal”.

Tbh being an indian I thought american are open minded and good looking but look this women she's neither a good looking and her behaviour is 0/10 that's true american, Australia Canada they don't like immigrants specially indian who probably gonna steal Thier jobs but she should respect him whether he is american or not, I was planning to move america but I say no to my company I feel much better here in india, beautiful indian girls well know cities and streets and my fav food I'm not gonna leave my india even I got million dollar job I probably got 60perecent less but cost of living is also 60 percent less I have a american online friend and she literally know nothing about india Becoz what the outsiders shows the indian image is just like cows, slums and poverty and that's not Thier bad we are on highest developing rate and sonner we all get developed and india is a home of good doctors engineers singer arts and many more personality humans and we are second largest english speaker may be my English is not good but yeah I working very fine with my american teammates and they never complainant about my accent what they want just a quality work as long as I'm doing good job they will gave me dollor that's it and I love america becoz america have many more good things I just take the advantage of those things and I worked with american guys and they are not racist even my company believes in diversity they launch different things being working inside the office with educated people u never feel racism but in streets u can find racism even in india I'm not saying 100 percent indian are good but yeah for me I will argue with them if I see any this kinda activities even most Americans will do the same racism is everywhere but america is land of multirace country that's why there is more

I do not see Americans as friends to Canada. we have had a softwood lumber dispute for 30 years now. Canada has different laws which Americans will never accept. when it comes to trade, Americans are not Free Trade or Fair Trade but Trade domination to eliminate competition. Boeing cried about Bombardier and secured a 200% tariff, while the Canadian company has no products to compete against Boeing....\n\nCanada still suffers from tariffs on our steel and Aluminum. \n\nAmericans are only friendly if Canada submits.... the latest NAFTA agreement saw Canada accepting American milk.... dumping into Canada at the expense of our farmers. The USA has an over supply of milk and rather than adjusting production to meet demand America is using Canada as a dumping ground.\n\nAmerican companies have come to Canada and destroyed many Canadian companies, Walmart, Home Depot, Lowes, Costco to name a few. these companies push very hard American products while ignoring Canadian suppliers. In no way would the US ever allow such a concentration of foreign businesses to take control of their economy. \n\nThe USA has been the only nation to violate Canadian Sovereignty.\n\nThousands of Canadians have died to protect the USA, but I can find no American who has died to protect Canada.\n\nCanada has fought in many American wars.\n\nCanada has supported the US during its many hurricanes.... I do not see Americans supporting Canada.\n\nIt must be noted that the USA has the largest military force in the world, yet they always ask for other nations to help them in wars. \n\nthe only nation to invoked Article 5 of NATO has been the USA... Canada responded and assisted America.\n\nThe USA is not a friend really, friends do not treat their partner with such disrespect. \n\nBut hey, Americans flood to Canada to buy lower cost medicines rather that fix their own systems.

First mistake he went illegal to the USA. Then he wants Canada to accept him with open arms. Also seems like he never made an effort to learn English after all this time in the USA & Canada. You want to move to any country, do it the right way and life will be good. Do you think Canadians or Americans can move illegally to his country El Salvador and work and live there. They would be locked up in a horrible jail and then removed from the country.

Ah...a LOT of Canadian dudes leave their family for weeks, even months to make money up North! Why is this made to seem so horrible and dramatic...Like, it cost us 15, 000 dollars ourselves to move to Sacramento with my husband's job with the Hard Rock Cafe Corp....we were living at the poverty line there...my husband was never home...my Visa was cancelled after 911. Gratefully, I was able to just boot it back home to Canada I detested living in the U. S , and only went along to support my American born husband, anyway. It seems to me that these ppl's expectations were uninformed and unrealistic. Canada is a welcoming refuge, but as with everything, theres a process to becoming Canadian.

Everyone must be respectful of other cultures, or stay home. I have been all over the world, and would never down or insult anyone in or out of their country. Canada is better in many aspects but in general wayyy better , in Usa u can make money ,make good business less taxes ok better weather in some places mayb less boring ,BUT in Canada u r treated as a human being ur children get free education, free health care ,child benefits,welfare, many otther benefits, , see usa worship money ,capitalism , guns, violence,and wars they dont give a shit about human s health or life,see Canadians are healthier than most American .in USa see how they treat Black Africans Americans they never wanted to admit that they are full Americans just like white they worked hard but they wanted to keep them under their feet by keeping them in ghettos to keep the white supremacy !! Nobody chooses to be born white or American or Canadian or Mexican \nWhat makes you proud is only an accident, and you should never belittle the ilegal immigrants because they are brown you don't know the future \nAlso you must never discriminate, because what goes around comes around and you will have to pay for your actions according to God \nThe one that doesn't love you more than a any other brown or yellow person.

Americans never know anything about Canada , it’s nice to see your video

I met alot of nice people in Edmonton Alberta and Imma American, wait I drove a rental with Alberta plates. Never-mind. All joking aside, there are racists everywhere.

In Canada there will be low key racism and I have been called the world n- word many times in Toronto but only by Latino Americans, twice by a Mexican in my school, once by Peru guy then by a russian and a vietnamese. But never by a Canadian. In Toronto you will likely face more racism because it's multi cultural than any other city. But you will face racism by people who are non Canadian but more from other countries that have not accepted different races.

I own 11 real estate properties in Europe (UK, France, Switzerland, Sweden, Norway and Iceland), and i must say i don't lease to Chinese, this is not anti Asian at all, because i will prioritize Japanese among any other ethnic group or country. I am also reticent to lease to Black people who are actually from Africa, i have absolutely no problem with Middle Easterners, and as for Whites i will prioritize Swiss then Scandinavians, Belgians, Dutch, Irish, Americans, Germans, Spanish, Portuguese, French, Brits, Italians, Eastern Europeans, Greek, Turks.\nThis is not based on race but on experience. The people i have had the most difficulties with were Chinese, Africans and Eastern Europeans, the ones i have never had a single problem with are Japanese, Swiss, Middle Easterners and Scandinavians.

There’s a common saying which states that the difference between Canadians and Americans is that “while Americans side with their fellow citizens against the government, Canadians side with their government against their fellow citizens.” This is stereotype is the best explanation as to why Canada can’t see to develop a viable market economy or compete with other nations on innovations in STEM or the arts. The problem with Canada is that it never developed a culture outside of “not being American” and the result is that their government has been allowed to grow to an enormous size and basically strangle all of the talent out of the country. Canada, despite the fact that it’s an English speaking country on the North American continent, is virtually nothing like America is any sense of the term, and actually has more in common with Scandinavia than it does with the country that borders it’s south.

I know this seems weird, coming from Europe, but I absolutely love North American food culture (Mexico, Canada and U.S.A). Firstly they all drink A LOT of cola and although their food is unhealthy it just taste soooo good? I’ve only eaten American food outside of America and I have never been there, but I hope I can come someday and try some of the fast food restauarants we don’t have here like Wendys or Taco Bell.

Better burgers in the U.S.? You should try the Harvey's hamburger chain, only in Canada. Long ago around 1986 an American friend studying here said he never tasted anything like it. There is higher beef standards in Canada and he found it juicy and tender in big buns.

I totally agree with you Lloyd Douglas and his column black in Canada. I find it to be swept under the carpet as far as racism is concerned, they smile in front of you but behind you they Stab you in the back .well the Americans is right up front I can work with you but I won’t socialize with you, at least you’re truthful.\n\n I find Canadians to be very two face , Hidden they true feeling and pretend a lot . I have experienced the first time in my life racism was within Canada and it brought me to tears. I live in America for so many years no one had ever call me the N word , I never felt so humiliated and lower my self-esteem. I find it very depressing that the history of black people seem incomplete,without reference to slavery.....but most nowadays African Americans,don't know much about slavery......and it should be understood that most Africans were born free,they were never slaves.\n How can we bring more dignity to the black person abroad......seeing that the immediate reaction of being reminded of slavery is racism.\nI would like to hear a renewed rhetoric that identifies the years of slavery in speeches. It packages things.

For almost 150 years the Liberal Left has been conducting an experiment. The subjects of the experiment: African people and working-class whites. The hypothesis to be tested: Can people taken from the jungles of Africa and forced into slavery be fully integrated as citizens in a majority white population?\n\nThe whites were descendants of Europeans who had created a majestic civilization. They are the African Americans who have become entrepreneurs, lawyers, doctors and scientists. But ten percent is not enough. For the experiment to work, the ten percent has to be followed by a critical mass of people who can hold middle-class jobs and promote social stability. That is what is missing.\n\nThrough the years, too many African people continue to show an inability to function and prosper in a culture unsuited to them.\n\nDetroit is bankrupt, the south side of Chicago is a war zone, and majority-black cities all over America are beset by degeneracy and violence. And Africans rarely take responsibility for their failures. Instead, they lash out in anger and resentment. Across the generations and across the country, as we have seen in Detroit, Watts, Newark, Los Angeles, Cincinnati, and now Ferguson, rioting and looting are just one racial incident away.\n\nThe white elite would tell us that this doesn’t mean the experiment has failed. We just have to try harder. We need more money, more time, more understanding, more programs, more opportunities. But nothing changes no matter how much money is spent, no matter how many laws are passed, no matter how many African geniuses are portrayed on TV, and no matter who is president.\n\nSome argue it’s a problem of “culture,” as if culture creates people’s behavior instead of the other way around. While the children of these people are winning spelling bees and getting top scores on the SAT, African “youths” are committing half the country’s violent crime–crime, that has nothing to do with poverty.

Hello, I just watched your video. Three years after you made it. I hope you are still with us and a very belated Welcome. Many people throughout the world seem to have so many stereotypes about Americans. Whether it is good or bad there typically is some truth in a stereotype. Overall it seems like you are enjoying yourself and no matter what there is no place like home. I would think no matter what your current situation is you still miss Canada as I would miss the United States if I were to move to Canada. \nA couple things you mentioned in the video were not correct and as with anything there may be a little truth in the matter but yet still incorrect.\nThose who do not have health insurance are not charged or taxed $150 monthly. There is a provision in the affordable care act (ACA) that penalizes certain individuals who make above a certain dollar amount. The amount is either $150 or $300 for the entire year. I concur any monetary penalty against anyone for not having health insurance is outrageous. I could be wrong but I believe this aspect of the ACA was never implemented under President Obama and it was indefinitely suspended or revoked by President Trump. I also feel like I need to address your thoughts about the United States all about war. I believe the American people are like most other people and want peace and civility. The government and major defense contractors have differing opinions at times. Of course there is plenty of people who are war hawks but they are in the minority. Most of us are absolutely sick of war. We currently have been at war for almost 19 years. That's six complete world war 2's in their entirety. \nI think you were being awfully generous when you said obesity is on par with the rest of the world!! Unfortunately there is far to many fat people here and the problem is only getting worse because the media says be happy and proud you are fat. Celebrating obesity is absolutely insane and it sends the wrong message to young people. If a close one is fat of course I love them but I also tell them privately that they are a walking heart attack. It's more than OK to accept someone the way they are but as a friend or family member you doing them a disservice by not mentioning their obesity. \nI'm sorry if you feel I'm being to harsh or critical. I think it is a wonderful thing to share the world's longest border with such a great nation as Canada. I have always thought Canada was like the United States fraternal brother or sister. We are very much alike with a few beautiful differences that distinguishes from one another. It doesn't appear that you upload videos hear anymore but I hope you get the opportunity to read this. how much taxes do they pay? I was in California and they don't have to get a license but they drive cars with no plates on them. In taxachusetts i know a guy who got in an accident with a truck that was driven by an illegal...he did not have a license and they let him go...the company that owned the truck paid. They get more benefits than us and they pay no taxes. I was unemployed once and had no health care. every place I applied refused me health care so at the end of the year I had to pay a penalty for each month I didn't have health care. What penalty do they pay? I am discriminated against for being a poor white american citizen. This country is a joke and I wish I was never born here.

When American men in his age group are unhappy with where the country is going, we fight for our country. We don't flee. This is our home and while it will never be perfect, we stay here in good times and bad. He needs to be in El Salvador fighting for his country, not bringing his burdens to America or Canada.

My daughter in law came to America, got her visa, green card and international drivers license. She did all that under a year. She does everything expected of her and has not had any problems. She got a real job and has never asked the US Govt to support her in any way. People that do what is expected of them have no issues. It's those that sneak in and bypass and abuse the system that pay the price for their crime. While I feel for the children it's their very own parents that did it to them. Put the Blame where it lies. Americans are only asking them to come into our country legally, pay for your documents needed to stay. If not you need to go just like any other country in the world.

I was born in Seattle and left to Canada (married) when I was in early 20's!  This then was a good change for me as Vancouver was a great city compared to Seattle, moved right downtown and had a blast so for a young person (then) was great.  Met some great people from all over the world and had health care, medical/Dental etc.... I worked in the greater Vancouver area for 8 years and it was tough, very strict, and did not help that I was from the states, white bread Canadian seemed a bit jealous that I was there, sometimes not very friendly.  The Europeans I met were actually better to deal with and I got along quite well with them.  The cost of living was about the same as in Seattle.  After about 8 years being in Canada and working hard I saw America booming and the Canadian dollar was as low as $.62 cents (in late 90's) so I took my craft from Vancouver and brought it to the US just across the border, I became much happier working in the States, I took a little bit of bs but not bad from some that I had a Canadian accent (go figure when I moved up there I had a twang) I really never left the united states I will always be American and I have been still working in the US for over 20 years and deal with mainly Americans on a daily basis from all over the State of Washington.  Depending on where you grow up or end up you should never see a border Seattle and Vancouver have more in common than Vancouver / Calgary in fact most Canadians don't care much for the other provinces.  After 30 years of being part of both countries, I can say that people are people both have great offerings and if you took the best of Canada and America to combine then we would all prosper, there is so much both can learn from each other.  Bottom line:I take the best of both worlds and what they have to offer, yes, I have found less expensive goods in Canada than what they cost in the states.  I have seen it from both eyes, and if you cant be open culturally then stay away.

Native Americans have trouble with drinking I have rented to native Americans several times and it has never worked out once the money from their grants run out or once they fall off the wagon and start drinking again they end up getting evicted I have tried several times it has always been a disaster many of them have come to me saying they have a drinking problem they've stopped drinking they want to move to get away from their friends that they drink with and if I would give them an opportunity they would be very appreciative a month or two later they are beating up each other it's not my fault that Native Americans have a drinking problem it's also not my fault that need of Americans get a lot of government money and do not hold jobs in a disproportionate percentage of their population
