My both canada and mexico got rejected recently ???pretty devastating.For a fact i have all the documents and funds but i am being denied by canada stating like i dont have enough home connection.so far i have been born and brought up entirely in India and all my relatives are here.In mexico tourist visa they didn't give a reason ?.Just simply waste of time,money and effort.There should be some strict laws to tackle this problem then only we Indians can have the liberty and proper respect.

First reason because of Frauds.. Specifically from Andhra, Telangana and Gujarat.. Full of every possible fraud.. AP+TL = IT Fraud. Guj = Every possible other fraud. Otherwise, what's stopping the govt from flexing its economic power. The reason is, when its complicated to get a visa to travel abroad, it dissuades Indians from going abroad for tourist purpose and those people travel withing India and that money gets spent in India and boosts Indian economy, and when its complicated to move abroad for work or study, it helps reduce brain drain (but that also needs quality higher education and good employment opportunities to work in the country's favor; not going into whether that's the case or not).
