DACA is not codified is law as you stated. In the US Congress creates laws, not a president through an exective branch fiat, as was done when DACA was promulgated by President Obama. It was not full adjudicated in the courts prior to 2020.\n\nSee USC Title 8 Section 1325. Foreigners entering the United State without authorization is a crime.

However, as soon as the hk pathyway people landed, they enjoyed the same benefits immediately as the locals(liked free education, local student fee for university, Child care benefits) which the locals felt were unfair. The days they (hk pathway people)contributed in Canada are very short, and the benefits they receive are far greater than the taxes and contributions they pay. The locals just feel that the benefits they enjoy today are indeed the contributions they have made to society (including paying taxes) over the years. It is reasonable to get a reward for how much they have paid and contributed, but it is unfair for those Hk pathway people to enjoy the same benefits as locals. \n\nThe hk pathway temporarily policy need to be amended. They shouldn’t receiving full benefits as locals while waiting for PR, they should pay the international student fees. Also, too many hk people abuse this policy, use fake academic qualifications to study, and then their whole family receives CCB , also enjoy local students is unfair to our locals. By the way, most of them after getting the PR they will go back to Hong Kong,they have no intention of staying here and make contributions to our country.\n\nThe HK pathway is a temporary policy. The penalty for Illegals should be financial, not removal. I don't think we should limit the number of immigrants, full stop. Yes, they need to get paperwork to be here, and that should be part of the process. If you're illegal, come forward and get the paperwork to be here, then pay restitution by an added 5% tax every year moving forward for every year you were here illegally.\n\nRemoving even 5M undocumented citizens creates an employment vacuum that will hurt our economy.
