Because if you decide to leave after getting your landed status, the government may not allow you to take your children with you! Look up family court and custody law, once you get here, the government manages you on behalf of those who own you! You need to look it up for yourselves and understand that any western country that you goto is ruled by Rome. And if you came from a country that was once a colony of the British empire, you will get here a little easier, it’s a simple transfer because they have your record on file in the city of London. the main concept of any foreign govt giving permanent residency is whether you fulfil the need for them, so this is good for people who have some skills and can positively contribute but anyone who just wants to go for the sake of going there is not going to get anything , they better study and then return .. this is nothing different from UK, its very hard to get Tier 2 visa in UK unless your job is in shortage or in the occupation list but the difference is that Canada has been very lenient in the past allowing people clearing just 10 years of schooling also getting student visas, this has not happened in UK as people come to study bachelor's or master when they have completed full 12+ years of schooling in their home country.. may be it was needed then in Canada but now its not the same case..so if govt is taking this step its first in the interest of the local people including the ones who have gained citizenship with proper procedure..

We came to Canada in 1995 we have lived in the same area on near grenet street. There was one Marche khatak where we use to go for desi groceries and To get Movies for rent.
