It seems like there is a small percentage of really bad tenants AND also really bad landlords creating awful policies that ruin it for the large percentage of good tenants and good landlords. Every time I read the news there are horror stories from the point of view of renters BUT also horror stories from the point of view of landlords (like in this case).
