Montrealer here. You can send your kids to any school you can afford. If they're destined to be part of the elite (because you have a lot of money, or whatever), they'll fit right in. Just make sure you can afford all the years it'll take for them to graduate. I worked in Criminal Court (NYC Metro area) for many years. We always checked for Immigration Holds on those who were arraigned in our courts. How it plays out is that INS would take a long time to appear where detainee was. Court (local w/ separate budget) wants to process the case quickly just like the local jail want to discharge because it cost money to keep people locked up. If INS is not fast enough to appear the people are released.

If you simply ignore the politicians and all the bs … yep, you guessed it , pretty much 0 effect on your life . (Over half of america figured this out long ago btw) good luck folks you need it
