Once your student permit expires, you go back to your country of origin. If you want to apply for PR, this should be done from your home country. Work permits should be suspended while Canada is suffering with job loss. CIC needs stop issuing PR to individules who've overstayed in Canada past their permit expiry, not proceed with the PR file. This is a mess, and Liberal government has known about it for decades. No student or worker has the right to stay past their permit expiry, period.

To be honest, due to financial reasons, they can't go back. They fear extreme poverty if they return home because of the lack of jobs or very low wages. However, arguing this may be unacceptable. So these international students have to take out 10s of thousands in loans, can’t get a job, most likely will move back home because the degree won’t grant them a job suitable for the debt they accumulated. But the school gets paid and loans most likely go default when the student leaves for home…. A scenario based on reality
