It seems to me better than punitive percentage tariffs is that each foreign country can buy American products first from tracked like product categories. The United States Counts how many units of that type of United States made product was bought first by a foreign  country. Then United States consumers, or companies are allowed to buy the same matching unit count of foreign products from like categories.  In this way no foreign company selling into the United States can fluid the United States Market with cheap foreign government subsidized goods.
