Historically, tariffs have been imposed to support production of American goods. Think cotton, steel, other raw materials the U.S. used to produce in past centuries. For the past several decades, America has not produced many raw materials because it's cheaper to buy them from countries who can pay their workers less to keep the cost of production low.
