The first point is not hypocrisy as every country makes/modifies its policies keeping in mind what is good for that country, so that is not hypocrisy. We are making a conscious choice when we are planning to study in Canada, Canada doesn't guarantee anyone PR or anything else, you just become eligible but that doesn't make you demand for it....
