Will the right people actually step up and do the job? Because right now, all we see are endless debates with zero real solutions. I am Indian and here we have few states : Punjab, Haryana and Gujurat from where where every mid to low tier graduate wants to move to Canada cause it would be an easy life upgrade. The top tier ones don't go to diploma mills . Mostly they go to top US universities. Canada isn't getting any of these. I was thinking how stupid the Canadian admins could be.
