I completely disagree with the international student english proficiency requirement to get a PGWP (i.e. for all international students). To get into any University program in Canada, you will need to pass an English Language proficiency test like IELTS or TOEFL anyways. At least for my four years of an Engineering degree, three co-op terms and a full-time secured Engineering position, 8 months before graduation you would think this international student knows how to communicate in English :). \n\nYes, there are certain students who just want to get the PR and don't care about the degree they are getting and probably just passed with the minimum IELTS requirement. A solution would be to make certain degrees like college diploma students take the English Language proficiency test again and at least have a language testing system which is free for these people. Spending $300-$400 after spending so much on international tuition fee to graduate from Bachelor's degree is a good policy in my honest opinion.

As someone who had to take the English assessment to attain the PGWP, I complained so much because I didn't come to Canada not knowing English, and I certainly did not graduate without the ability to read, write, listen and even present business cases in English. It pissed me off at the time cause he costs hundreds of dollars for something I was assessed on before even coming to the country. Did they really think my English got poorer after 3 years in the country? \n\nBut I totally get your point why its needed now with the way things are. However, in the long run, I think reforms should be made at the student visa level. Canadian and other international students who worked hard to get into uni don't need a deadweight that cant speak the official language of the university and contribute meaningfully. Forget contributing to Canadian society, would the student himself learn anything?

Canada wants immigrants so they can pay them cheap for meanial jobs that nobody wants to do. Period. All your efforts spent getting a degree in something will be worth nothing here. Period. Even if you consider yourself super smart with an IQ above average and think you can defy the system, think better: yes you can go to school here and get your degree recognized, but is gonna take a lot of time and money, you'll probably have to work two jobs under shitty weather and pay the rent for an apartment not bigger than a shoebox, not to mention the college fees. Is it worth it? After 15 years spent here first as an immigrant and now as a citizen, I still have to understand what makes Canada so appealing to people. But then I came from Europe, where life is easy and relaxed, so I guess my point of view is biased.

Thank you for summarizing these key changes! Many problems are actually the Canadian immigration system not learning from the mistakes of the US system and now it’s suffering the same consequences. If Canada cuts down on those selected immigrations but still takes in refugees, it’s only going to make anti-immigrant sentiment worse. Selected immigrants are allowed into Canada to help alleviate Canadian issues…or at least people who come through Express Entry are less likely to become a burden. On the other hand, refugees, given their unfortunate circumstances, really need to rely on a lot of social services and resources to help them resettle. The US has eliminated pretty much all non-humanitarian immigration that’s why immigrants are so demonized there. Americans only feel the drags of refugees and asylum seekers (even though ethically we need to protect them) and there is no selected immigration to balance that out. Yet this round of Canadian policy change is heading exactly that direction.\n\nIt used to be international students in Canada are not paying a lot more tuition than Canadian students. But Canadian universities saw how much money universities in the US are making so they asked the federal government to change the policy to enable them to charge international students several times the regular tuition (whereas in countries like France, international students actually pay less than citizens). So now Canadian universities rely too much on international students to operate and it becomes an exploitative relationship even before students step foot on the campus. The new PGWP eligibility is awful because students can make contributions in every field. It might (and that's a big if) address the pressing problems, but it won't help Canada grow.\n\nI thought the new language requirement was interesting. Some Canadians who immigrated decades ago when the bar was really low still speak English poorly and now they are saying people can’t come to Canada because their language skills are not sufficient. Another point about language is if you apply through Express Entry now, even if you scored the highest language score, given how competitive the pool is, you still won’t get selected. So it’s a given that you need to be fluent in one of the languages at least to get an invitation. Express Entry also selects only the top people, I saw the head of The Institute for Canadian Citizenship in interviews talking about those top-tier people only expect the best treatment/lifestyle when they come to Canada. That's why many of them leave after seeing these Canadian problems play out. But I believe a good Canadian life is not about living in a high rise in Vancouver and Toronto, driving an expensive car, or buying luxury items...it's about the communities, nature and middle-class comfort. So the system is giving PRs to the wrong kind of people (just like mismatched people when hiring that don't align with company values).\n\nThis brings me to the last frustrating issue. There were so many people who attended “fake” universities and bought “fake” jobs to earn points to get an Express Entry invitation. And it's clear that the government wasn't proactively catching these abuses. They are taking up spots from those who try to earn the points fair and square. If I understand correctly, Canada doesn’t send these people away if they are found out (since some of them were scammed). So they still take up immigration quotas.\n\nI have wanted to move to Canada for a long time. I have visited Canada many times, hiking trails through the coastline and fjords, climbing mountains and glaciers. I lived in Montreal for two months to improve my French and I was told by my homestay family that I was the first student they had who didn’t complain about the cold (I wish the winter never ends so I can skate or xc ski in the parks year-round). I have probably seen more Canada than many Canadians and I love every bit of it. But the opportunity for me to even get a shot to move there is pretty much nonexistent now. Letting a person finish their sentence before jumping to give a solution, asking “may I?” before taking an article off someone’s hands, and true active listening, all these things go a long a way in building relationships. Doing the opposite causes friction and even arguments where customers explicitly say: “Please don’t talk over me, listen to me first.”\nPutting myself in the shoes of a hiring manager who is culturally Canadian, knowing that Canadians are very risk averse and kept to themselves: Why would I stir the pot in the workplace by bringing in a foreign worker who may have internalized habits that are seen as rude and abrupt?\nIt’s not only about English skills, degrees, who does things faster, etc., but cultural awareness. If you don’t take the time to learn about the culture of the place you are migrating to and/or expect that locals welcome habits that could be perceived as rude and shocking to most Canadians, you are going to limit your network to only people in your cultural group - which will definitely hinder opportunities for growth. Don’t make the mistake of assuming that everybody thinks and acts the same as you do.

Unfortunately, I know several skilled workers with MScs and PhDs in STEM fields (e.g., Biotechnology, Biochemistry, Neuroscience, or Computer Science) who came to Canada not only to pursue their degrees but also to contribute to the country’s scientific and economic development. Many of these individuals, including myself, end up leaving. \n \nSome leave because of systemic issues in the PR system, which often prioritizes candidates with limited skills or questionable credentials over highly qualified individuals who have lived, studied, and worked in Canada for 5+ years. Others leave due to the high cost of living, challenges in accessing healthcare, or instability in the job market. \n \nThroughout my time in Canada, I’ve met genuinely kind and hardworking Canadians who are understandably frustrated with the current state of affairs. The policies implemented by this government have created significant challenges that may take years to resolve. Unfortunately, this risks leaving Canada with a workforce ill-equipped to meet future demands, while losing both talented Canadians and highly skilled immigrants who could have been integral to the country’s progress.

How exactly do you expect me to fit in? I've spoken English and lived here since the age of 2. I celebrate Halloween and Christmas but not Pride Month, and I don’t eat Canadian food regularly. If fitting in means doing all those things, then I have questions. During this period, they had to pay international student fees and then transfer to a work permit step by step, or join the investing immigration program, and then start to enjoy the benefits after becoming a PR. However, as soon as the hk pathyway people landed, they enjoyed the same benefits immediately as the locals(liked free education, local student fee for university, Child care benefits) which the locals felt were unfair. The days they (hk pathway people)contributed in Canada are very short, and the benefits they receive are far greater than the taxes and contributions they pay. The locals just feel that the benefits they enjoy today are indeed the contributions they have made to society (including paying taxes) over the years. It is reasonable to get a reward for how much they have paid and contributed, but it is unfair for those Hk pathway people to enjoy the same benefits as locals. \n\nThe hk pathway temporarily policy need to be amended. They shouldn’t receiving full benefits as locals while waiting for PR, they should pay the international student fees. I’m a Canadian citizen. I married a Jewish African woman. And helped her get her citizenship after we got married here in Canada. Then we stood outside in the -20 degrees c freezing cold in a long lineup of good people trying to get their citizenships like my wife, all legally obeying the laws of Canada. I’m white so it doesn’t mater our skin color or religion. Its about love and respect to the laws of our country. What I was talking about before is we here in Canada have been suffering from over taxation, extremely high rental rates, high food costs, greatly reduced medical care (My Mom died recently from lack of proper med care resources). They put her lonely dying body in the hallway where she was robbed of her cell phones, money, food and respect. Due to migrants and illegal immigrants overloading the beds and rooms pouring in from other countries. they drained our existing medical system resources and much more. Drug addicts who overdosed on Fentanyl they take first and push all other patients aside. Doctors take them first before helping a dying mother, father, brother or sister, infant and children pushed aside to save a drug addicts life first. I have been told many times this is also do to them taking care of the pouring in migrants and illegal immigrants using it all up. Where is love and justice? I also came to Canada in 2006 as an immigrant with my 2 bags and started my new life with empty handed which almost all Indians had started on their time. Yes it’s very hard to adopt other cultures 100% for first generation. But have you think how this new immigrants have their own house and good jobs or business. Why their kids achieved higher education without any loan because their parents worked 7 days without looking around so called culture. They believe in work hard and focus on their family and kids and in extra time visit temple or Gurudwara just to keep live their believes. Do you know how many places where you find 3 times free hot food for everyone in Brampton at Gurudwara and Temple without looking at his originality. \nDon’t think the immigrants are coming here are poor in their country or helpless like refugees. Most of are millionaires in India but in Indian culture the stupid thoughts is to earn for next 7 generations so because of that greediness they work here 7 days and that’s why they are not homeless. How many part-time jobs do they expect these people to work to pay for rent? Finding a full-time job is almost impossible. Coming to Canada exspecting the country to look after them? The companies take hours away from their employees and create another part-time position, then gets a bonus from the government as part of the new employee wages are paid. Same hours for the company but paying less wages and keeping the profits. Who is does this benefit? Not the workers that then need another part-time job to feed their kids. Filling up schools with people who do not met the education requirements with bogus paperwork. Who are then forced to attend a strip mall schools. Are their diplomas even valid? No proper place to live and using foodbanks. Anyone with this paperwork should be refused at airport not supported. Most are coming from counties that have schools. Because really would you want them managing your money, running the country or are they going to work at Tim Hortons? No wait their fellow countrymen will then use them in scams. Wake up they are making a cast system here.

I do believe in immigration. Canada was built on immigrants and they are a huge part of Canadas identity. THat being said we need to have proper housing and infrastructure for the people we take in. To bring people into the country when we don't have jobs, housing, and overload the health care and other facilities is just bad decision making. I am against closing the doors forever but when we have room for more then we take more until that time we will have to reduce or shutdown the immigration flow.

Seen purely from financial viewpoint, homing and providing for the latter group makes no sense at all. I want to bring attention to the fact that when an Airline submits a Record of Employment (ROE) to Service Canada for flight crew. The hours the company puts for insurable hours is the hours per month based on the pay hours not the actual amount of hours worked. Pilots for example are usually paid based on 80 hours of flying per month, actual time in the air. However, we all know it takes a lot more work to get an airplane ready to fly. These are the Duty Hours, the actual hours worked. The Airlines do not use the Duty Hours for the Records of Employment. The rules regarding insurable hours does state that it is the actual real world hours worked or as close as possible to that number. Something needs to be done because it is not fare for a full time employee to then be given an ROE with just 80 hours of insurable hours per month when they actually could work way more than that. Please someone investigate and report on this.

I am a born and raised Canadian and have seen my country go downhill for at least the last couple of decades.\nHealth Care: doctors and nurses are moving Stateside in droves. No, the US doesn’t have universal health care but there are insurance plans and the care is enormously better. My girlfriend had 4th stage throat cancer. In Calgary the doctors at some point told her there was nothing more they could do for her and to get her affairs in order. Her father sent her to the Anderson Clinic in Houston - yes it was expensive but they treated her, saved her life and that was 24 years ago. \nIt’s common in our emergency rooms to wait up to 12 hours to be seen. \nOur system isn’t progressive and doctors and nurses don’t get paid near as well as in the States. That being said, I am happy that I don’t have to pay to see the doctor or have a stay in the hospital. \nCost of Living: Once upon a time it was good - housing was cheap and many companies had the full range of benefits and salaries were equal to the cost of living. Now these same companies have stripped the benefits by hiring people under contract so they don’t have to give them benefits. \nRents are through the roof and in Calgary there are no rent caps. Buying a decent house in a decent neighbourhood is impossible unless you inherit or make a six figure income. This, in no small part, has created a homelessness crisis that never had been seen in such numbers before. Crime also is getting worse by the day. Canada was once known as a safe country. This is no longer the case.\nEverything is very expensive and the tax very high. Plus, we have to suffer winter! Where I live, the joke is that we have two seasons - July and winter!\nI still like my city (not love) but I am retired and own two houses - one inherited and the other bought when it was affordable (32 years ago). Calgary would not be a place I would live if I was a newcomer. Vancouver is beautiful but you really pay for it. \nTrudeau has helped make a big mess of things with immigration and lax criminal laws. My beef is not with immigrants I must state - it is with the lack of jobs for them when they come, thereby forcing bad living conditions and an over reliance on the social systems. I add that the immigration population is much more willing to work in jobs they have to take (despite a high education) than our natural and bloated citizens.\nSo yes, Canada has increasingly gone downhill. I was born here 55 years ago, I am mixed race and have been asked if I was Indian. I think that my time growing up in Canada is that Indians have had the most racism towards them. However, There are too many coming here right now. 99% of the Indians I have met with are nice and great people. With that , the shear amount of Indians that are not desirable are here. Cannot drive, rude, no understanding of customer service and take over public spaces and are litter bugs. You guys have to help transition into the western american canadian tradition. I can tell you one of the major reasons. It is the fact that these immigrants from India do not want to assimilate into Canada. Instead they bring their ways with them into Canada and some of those “ways”, are not acceptable in Canada. One example of that is the whole using the bathroom on the beach. But one that hits hard for me is the insane amount of immigrants that are harvesting spawning salmon with nets, without any of the properly paperwork that is needed to fish salmon with a rod. Using a net is illegal, I know they know it because when I catch them doing this. They become quiet and all of a sudden, after hearing them just speaking English, they pretend they do not know English… I can tell you this is all true. The other thing I have seen with my eyes is shop lifting from the local grocery store. I have never seen that before, not ever in all my years living here. It would be somewhat different if they were stealing essential items and essential foods. But they are not doing that, they are stealing all the luxury items. I am a white Canadian and I am proud of it, but guess what. I am also proud of the fact that I have a doctor that came from India and his family is thriving here. It makes me proud that he chose our country try to come to, with his educational background, it also makes me proud that he and his family have taken the time to try and assimilate into our culture. When I say assimilate by the way, I do not want them or and immigrant to completely abandon their cultures, I just would prefer it if they assimilate to the point where we can have a healthy community instead of all these separate cultural areas in our towns and cities. You think the government would place more funding into the healthcare system. So before the mass immigration begun we had a major issue with having way too many patients and not enough medical staff to adequately treat everyone in a timely and healthy manner. So now think about that, the healthcare system was already stressed with the current population before mass immigration. How do you think adding waves and waves of more people every year via mass immigration is affecting that system? The answer is this… if the system was stressed beforehand, it is collapsing now. I am one of the lucky few that has a family doctor right now. It takes three months the just for me to see her… If I have an emergency and have to call 911, the ambulance will take me up to the local ER and then I will be wheeled out to the waiting room, which defeats the purpose of me calling 911 for a ambulance. I have waited two days at the local ER just to see a doctor. So here is where it affects the immigrants coming in. If a Canadian that was here before you is already having major issues with the healthcare, then I can only imagine how hard it will be for a new citizen to our country, nuff said really… the local er near me had a person die in the waiting room this past January. Add to this fact that I am actually pretty sick at the moment and so are my parents and you can understand why I am upset about our failing healthcare system. The politicians do not have to worry about our such issues though because they can afford to pay to go outside of Canada and pay cold hard cash for medical treatment. That is why they do not mind removing funds from our healthcare system, it will not affect them and they get to line their pockets with more of our tax money… I honestly place most of the blame for what is going on right now on Trudeau’s government and not the immigrants. The immigrants could help make this crappy situation a lot better for both of our parties though if they tried a little harder to adapt to our ways of life here. These employers, along with immigration consultants, homeowners, and small business owners, perpetuate the narrative of a labor shortage to justify continued immigration for their profits but that immigration is tearing the values of our society apart. I fear, soon Canadian passports on the international airports will be treated like a third world country passport. This situation raises questions about the true necessity of immigration in Canada, especially when other countries do not seem to have the same demand. The influx of older international students, particularly from India, taking jobs that could go to Canadian youth, further fuels the debate.

People have to understand that no international student would take hefty loans to fly half way around the planet and spend $17000-20000 per semester to study! There ain't no Oxford or Cambridge level university in Canada. The government knows this. The government found easy influx of money, and looked at international students as cash cows for a long long time. Representatives from public universities go to other countries to invite more students. The whole system was rigged to extract money. Circumstances are such that everybody will blame the students, but none will focus on the root cause. The top bosses have filled their pockets and bought lavish properties in GTA and the States. Now, they can close those colleges and universities.

Went through the pathway of studies-work-residency-citizenship\n\nLet me simplify the story for all of you guys here that lacks immigration intel. \n\n1) The quality of migrants you see here is not what Canada needs long term. It’s not a matter of ethnicity, but Canada needs to import talented and educated folks in medicine, engineering, trades etc. None of these individuals are interested in studying and are either attending 3rd grade colleges/universities to get a work permit and hoped to stay on. \n\n2) Shoddy sales tactics include lying or ‘avoiding stating the obvious’ that could make you lose the deal. This is exactly what the Canadian government did with these people. The Canadian dream was sold somewhat properly before 2017/2018 I would say. Post Covid there was a MASSIVE need of manpower in minimum wage jobs. The government could not afford increasing minimum wage at the time and international students would do exactly those jobs and bring in millions of dollars in tuition fees. The government opened the gates for these strip-mall colleges to take unprecedented numbers of students with allowances to work. These students were sold the exact same dream that a top quality University/college student is sold about Canada. They needed to be used at the time. And if they would’ve been told that their quality of students are only needed temporarily, they wouldn’t have come. The labour shortage at the time wouldn’t have been solved. So a CATCH 22 of the highest order. \n\n3) Canada CANNOT give in to such protests as it will set the worst example of migrant pandering for future generations. The best talent will refrain from entering Canada and more and more of these types of immigrants who do not want to assimilate to the Canadian culture will want to keep on coming.

They need to be sent home. Canadians are done. We are done. They are so entitled so obnoxious they come here as students but clearly want PR and hence are not going to school working full-time taking jobs away from our Canadian students. They can’t pass the courses because they can’t speak English properly there is so much scamming going on. They came here on pretence most of them didn’t even pass the English test they cheated and scammed to get here.
