I believe that the relationship between a Country and its citizens is much the same as a parents duty to their child. Governments have a DUTY to care for the safety and well being of their citizens. I would like to see a UN declaration stating that governments must accept their citizens back into their borders. And that the home country must reimburse all those governments and organizations that fed, clothed, transported, sheltered and rendered medical aide to their citizens. NO COUNTRY must be allowed to dump their citizens like trash at the side of the road.
