Not to live, not to visit, not even a connecting flight. If you need any service in Canada, from medical (it's not free) to travel (one suitcase free, but only one way on a return flight- you have to pay to bring it back!), paying several dollars to make a withdrawal from your own bank(!), highest internet fees x worst reliability in N America, just prepare to bend over and hold that position until your legs give out. One of the primary aspects of Toronto that people applaud is the multiculturalism. They say this even whilst shaking their heads in wonder at how rotted the city is at its core. They never make the obvious connection: A citizenry whose heart is lodged elsewhere is never going to build and maintain a high quality life and structure in a place to which they have no fundamental personal commitment. When 'home' is always somewhere else, the citizenry is just going through the motions but not really in for the long run. I went to Canada for a holiday and a rude person abused me because I addressed them as a he and it was a trans. I could not tell as they appeared to be 6'4 solid muscle. Before you move to Dubai or any Arabic gulf countries, please know that you can live there for over a 100 years and have 3 generations being born and raised there, you will NEVER be able to attain citizenship, there is absolutely no way to do so, you will have to make a run for renewing your resident permit every year or so and so will your kids and great grand kids, maybe with a massive investment you might be able to procure a permanent residency but i haven't heard about anyone getting it though, so please research research research before you make a decision.
