Canada and Australia has resources but what Australia has is good weather compared to Canada which is not really suitable for humans. Actually, the fact that there are so many agencies that supposedly help homeless people doesn't mean that help can be accessed so easily. In fact, there is an extreme shortage of housing in Canada and all shelters are full, mentally ill and homeless folks can not be placed in regular shelters, the right approach would be rehabilitation centers. Unfortunately, rehabilitation centers are for profit. \nSo it's hard to say what exactly they are spending those billions on.
