What if you are already in Canada as a visitor, can you still apply for this program?

People in Toronto are rude and soon this city will be like Detroit US not safe to be there .Very very expensive living for nothing special !I hate this city .All Canada is going down the hill not just Toronto .Governament should creat programs to make live attractive outside major cities so the new immigrants can spread and disparse all over the country that still empty ,not all fight for a studio to live in already crowded cities .

Reach here knowing you're coming for work or to be a student. Good advise to your audience Lynn- that people should do due diligence research before thinking of hopping on a plane to any foreign country let alone Canada. Good education and commensurate skill set is what Canada is after. And do not coming here with the hope that govt social programs will bridge the gap to your success. If you can answer any 2 out of these 3 questions with a 'Yes' you should definitely not come to Canada.\n1. Can you open up a tap/faucet anywhere in your home country and drink water without any worries of filtering it or boiling it?\n2. Do you make enough money or already have enough money to be able to breathe fresh clean air 24/7?\n3. Do you feel safe if you, your spouse or your children have to travel alone in the city or on the highway in middle of the night using public or personal transport?\n\nI don't know about where you are, a good lot of people would answer these 3 questions with a YES in Canada.

Maritimer here: I remember going to a small town in Maine for my cousin's funeral a few years back (half my family is American), and when we were checking-in at the hotel, there was a couple taking their suitcases out of the trunk of their car. The man had a handgun tucked in the back of his pants, and I remember the feeling I got seeing it when he bent over. It was pure Fear. In my mind, this man could kill me or my family in an instance if he wanted to.
