The Americans, the end users/consumers pay the tariffs imposed by Trump. The importer/exporters passes this additional cost/tax to end users/consumers. The government earns this tariffs...as simple as that.

Can you guys report that this was a loss for Trump because the Colombian president said that he has no problem putting a tariff right back onto us.
