If I apply to this PR program , will this be considered separate from my previous study visa application or will I be judged based on my rejection before.\nThanks in advance :)

If I am in the Express Entry pool (CEC) but my CRS is below the cutoff, I wont get an Invitation to Apply for PR. But am I still in the EE (CEC) pool?
