Trump is setting the stage for China to replace the USA as a key export partner to these tariff threatened nations. All it would take is China to accept delivery of products impacted by US tariffs at the pre-tariff price. China wants better S American commerce and these tariff threats provide the opportunity for China to swoop in and save the day. The Colombian president was claiming that migrants are welcome back as long as they are not treated as criminals since they are not criminals. Entering the US illegally is a civil offense like passing red light but not a criminal offense under US law. So then he said he could send his own plane and make sure that those people are not handcuffed and treated with dignity in their arrival, since Trump was treating them as criminals. It is not like some here are saying that the tariff threat caused him to back off, it was just a point of being treated fairly since they are not criminals.
