the main concept of any foreign govt giving permanent residency is whether you fulfil the need for them, so this is good for people who have some skills and can positively contribute but anyone who just wants to go for the sake of going there is not going to get anything , they better study and then return .. this is nothing different from UK, its very hard to get Tier 2 visa in UK unless your job is in shortage or in the occupation list but the difference is that Canada has been very lenient in the past allowing people clearing just 10 years of schooling also getting student visas, this has not happened in UK as people come to study bachelor's or master when they have completed full 12+ years of schooling in their home country.. may be it was needed then in Canada but now its not the same case..so if govt is taking this step its first in the interest of the local people including the ones who have gained citizenship with proper procedure..

I spent years learning German, traveled throughout Germany, took courses in Germany to get up to between the B1/2 level, have a college degree, look German, German heritage… and was consistently treated like I didn’t belong and shouldn’t stay. With the skills and certifications I’ll have at the end of my graduate education, I will be able to make 2-3x as much in my home country as I could in Germany with fewer taxes and lower home prices.
