To have, apparently, no English whatsoever after so many years does not indicate a desire to integrate. So he lived in America for 15 years or longer and never bothered learning our language or at least trying to learn our language. I had a girlfriend came from Mexico and didn't know any English she put herself through college she had an English book and a book in Spanish and that's how she taught herself English was by taking English only classes and then going home and reading the books in both English and Spanish to understand . I would venture to suggest that part of the problem is one of language barrier? He's been in the US for 15 years and he's been in Canada for 2, and even now, he doesn't speak or understand a word of English! If he desires to live in Quebec later, he will also need to speak French? He really won't go far in any English/French language country, if, after all that time, he hasn't mastered the most basic terms in anything but Spanish!

My grandpa had to learn French when he emigrated to Canada from Holland more than a hundred years ago. When him and my grandma emigrated to the United States, they learned English and gained citizenship. So covering your face will probably not be accepted if ever by diverse population like USA that harbours so many different religion on one space and all are supposed to be tolerant and accepted by others. Choice or not women cover their faces so that when men see them they won't have impure thoughts about them. God gave us a face with the ability to make gestures so we can communicate. When I look at a niqab covered lady I lose any desire to communicate. And if I'm not mistaken they won't talk to me anyway as I'm an unrelated male. So to say that they are marginalised is true but it is through their own choice.
