Do you expect students to be firever students? What if they get work permit while still being student? This is very possible for the IT engineers from India, they are student here but get a job in USA or any other country and they leave. Where are the statistics of students who got married to Canadian nationals and decided to stop studying because of family expenses? It will be easy to track down the fees transfer and return of these said 8% non-compliant students. Did they get their money back? It's nothing against a certain group, these problems occur if you let in too many people from one place, it's called ghettoization. If too many Canadians moved to India, for example, they would form communities large enough that they don't really integrate. I am an Indian. Many of the new comers from the North of India , whether students or immigrants, do not speak English fluently. Some, especially the Punjabis, cannot even read and speak even a single sentence in English. They bribe the immigration officials and get the IELTS certificate for whichever score/band they need. Some of them have a criminal background. When the inquiry for background check comes up, they bribe the police to get a clean certificate... and they all immigrate to Canada, Australia, New Zealand and other Western countries. Every other brown skinned people gets hated and embarrassed because of these people. I have a strong feeling that many in IRCC are of Indian decent and they help these people. These people are racists, arrogant, selfish, greedy, rude, disrespectful, uncivilized and mostly unintellectual. They don't even respect people from other parts of India.

Canadian that spent 16 years in Japan. I went as an individual. I stayed as an individual. Married a Japanese. Came back to Canada for a pension and can't wait to leave. I were in Japan and if I saw a group of Canadians arrive expecting Japan to change for them, I would have been severely pissed off with them. Every other country and normal immigrant that came as an individual or individual family probably thinks the same way I do. No one in any country likes to see "Mass Immigration" and even Japan these days are looking at an influx of half a million Indians and who knows how many more Africans. Intense Concentration of any one ethnic group in on area typically ends up becoming a problem. The birth rate in Canada is insufficient, immigration will always drive the country’s growth but it needs to be diluted with multiple ethnic groups. Immigration technically is an asset for a country like Canada, however the open door policy turned that asset into a liability. When you have a migrant community congregate into ghetto like fashion, you know your policy has failed somewhere. Psychologically speaking human would naturally gravitate towards people they have similarities(language, color, likes & dislikes, etc) with and congregate as a "tribe" for warmth & security. Our families have been here from India since 1887 in Canada. Our parents came here 1965. We suffered racism and pathed the way for the newcomers. The difference is that our parents came the right way with a sponsorship. These newcomers think they are better than us. We couldn't afford a car for years. These newcomers are rolling in sports cars as soon as they land. They haven't suffered hardship like we did here. Please don't put us on the same level as them. I know some that have come here and really worked their way up to adapt here. The government needs to stop giving out free handouts to the ones that are abusing our country.
