Even if he did have a legitimate reason for staying, Canada would’ve never accepted him. You are only granted asylum status at the first country next to your own. This is really simple. Don't offer people free stuff. And don't make special exceptions for people. There are tons of people that come to canada (many just visiting or working) and just stay here rather than go through the proper steps (and get denied) because they know some bleeding heart liberals looking down on them will offer a bunch of them amnesty if they wait long enough and pay off the right people. You don't have to live in toronto very long to meet people who have taken advantage of the system in this way.
