I would venture to suggest that part of the problem is one of language barrier? He's been in the US for 15 years and he's been in Canada for 2, and even now, he doesn't speak or understand a word of English! If he desires to live in Quebec later, he will also need to speak French? He really won't go far in any English/French language country, if, after all that time, he hasn't mastered the most basic terms in anything but Spanish!

None of this convinced me that the immigration laws in Canada are as bad as in the US. At least Jose and his family were vetted upon entering the country. They weren't immediately arrested and their kids were not ripped from their arms and put in cages. Yes there are strict laws. You need laws. But the laws are not cruel or racist like they are here.

I feel for Jose, yet I wonder why he is not angry with his own government, with his own country for making him feel it was impossible for him to live and work in his own country. Why can he not go back there? How is that system lacking and what can be done to change it so that people don’t feel forced to leave. I find it odd that no one ever reports on these South American governments - what are they doing so wrong that their own citizens are refugees from their own country. Why can’t we stop blaming and find a solution to this problem? Why is it framed that it is the United States or Canada’s fault for upholding immigration laws, their own countries insist upon them. it’s odd.

Instead of trying to skirt the system and the legal process, he may have had a better chance just doing things legally in the first place. It says he spent 15 years in the US illegally before sneaking into Canada, then he spent how long there trying to find loopholes by claiming all of these bogus circumstances? It's actually really hard to sneak into Canada. On both sides they have lots of border patrol and really strict check points. Hell you need a passport to get in there now! You used to be able to get in with a licence only! I used to go there as a kid to drink beer. Anyhow my buddy got denied access for having an old dwi on his record.
