As a Canada who speaks both French and English and who follows politics quite closely, I have to say that the headline and some of the reporting here is quite misleading. A reduction in immigration has broad support across Canada. I wouldn't say that notion is dividing the country in any significant way. You do have certain industry groups that disagree, but among the population these reductions have broad support. This is a historic change in public opinion in Canada, but it has been driven by the unprecedented increase in immigration under the last term of the Trudeau government. To put this in context, non-permanent residents in Canada numbered around 1.5 million on Q3 2023, but by Q3 2025, that number sat a just over 3 million. The previous government increased immigration targets by 3 or 4 times over what they had been for years, which caused a number of economic issues. Essentially, the volume was simply too high for the economy and society to support. This was unfair to both Canadians and new comers, many of which could not find employment or afford a decent place to live. The changes being suggested are largely bringing Canada back to what the targets were for over a decade before, though a bit lower to account for the sudden surge. Canada remains one of the most pro-immigration countries in the world. However, and this is where I think DW's reporting is misleading, there is a distinction to be made between policies at the federal level and policies at the provincial level. Immigration, per our constitution, is a federal matter, however, Quebec in particular is distinct from other provinces. I don't mean only culturally and linguistically, but also in the powers that have been devolved to it by the federal government. On the question of immigration, Quebec has more powers and more ability to set its immigration targets and programs than any of the other 9 provinces. The particular program discussed here, the Quebec Experience Program (PEQ), is a particular immigration stream that only existed in Quebec. So what is happening with that program cannot be labeled as a whole-of-Canada thing. Where the changes to the PEQ are controversial, unlike the general changes at the federal level, is that people who immigrated under that specific program were promised certain things. There was a multi-year time line to Permanent Residency and then Citizenship. Many of those people have been in Quebec for 5-8 years already. However, the changes made to the program were done in such a way where people who many years into the program, had gotten an education, started a career, had children, ect. are now being told they can't continue and must leave Canada. There are even stories of people who married Canadians, now have children, and the one parent who was under this program now faces the possibility of having to leave Canada and be separated from their family. All through no fault of their own. That is what many people see as unfair, and I agree, however limiting future applications under the program, to bring in less people, that is not controversial. Canada has no responsibility to bring in people who are not already in Canada, but Canada does have some responsibility towards people who uprooted their lives to move to Canada and built new lives here based on promises and representations made to them by the Canadian and Quebecois governments. We should no simply kick those people out of the country.

No doubt about it, Canada is for Canadians. If you wanted to, you could deport millions of immigrants, but let's be real about the cost. The Canadian economy, its pensions, its farms, and its health sector all rely on immigrants to pay taxes and fill jobs. If they're a success, they're still a problem. They can't win. This old colonial mindset is alive and well. It's tough for some people to process that a person of color can outsmart them and rise up by their own bootstrap. But when those same folks go to Asia or Africa, suddenly they feel that old nostalgia and are much more comfortable with the social hierarchy there. It would be ideal if no one had to leave their home country for a better life. When we have more justice in the world for everyone, maybe we won't have to keep having these conversations.

We took in well over 5 million immigrants (documented and undocumented) over the past 3 years. Like New York, many of our cities are overwhelmed with this influx. (Assuming a min $40-45000 per student for 2 year diploma, between to $100,000 - 150,000 for undergrad, and around $50,000 for Masters degrees). Usually, international students have to pay most of this money before applying for the study visa. \n\n\n2. These colleges employ Canadians for their day to day operations. From cleaning, maintainance, administration to teaching, each college operates with approx 20-30million budget. So, more students lead to more employment for Canadians who further pay taxes.\n\n\n3. All students start work straightaway, pay taxes, and do not qualify for social security. They do not qualify for any student loans by Canadian govt or banks. So, they generate revenue for Canada through their work and taxes. The thing that govt LOVES.\n\n\n4. These students become new consumers and their expenditure generate revenues for local businesses.\n\n\n5. Most Colleges would not survive without international students. Which is good in the sense that only quality colleges will survive and other hanky panky colleges would shut down. However, such closures will lead to job losses, bankruptcy when the colleges won't be able to afford their expenses.\n\n\nSo, considering these factors it will be an industry collapse. A Ukrainian immigrant here. Absolutely in love with beautiful canadian nature, cute little houses, especially townhouses in toronto, just so wholesome. As for life, you gotta be some sort of specialist like a doctor, or a proper construction worker, or a truck driver to have a decent life that goes beyond just getting by and eking out an existence. On my own i can make enough money for food and rent, but thats about it, and im happy about it, really, i get to be alive thanks to canada, but i really hope i could move out of here as soon as it becomes safe, or just move to a cheaper country thats a decent distance away from russia. I ended up being unemployed and i do feel like im in quite a real danger on eventually becoming homeless if i dont manage to procure a job, and you know how the job market is now. As for health care, i simply dont have access to it, at least i dont have a family doctor and have been trying for a while to get one. I haven't tried walking ins yet since i prioritize food over health now but i might someday. I just hope that whatever sickness bugs me is minor, i cant do anything about it. My teeth hurt too, but i cant afford a dentist, and ive found one Clinique in toronto that helps immigrants fix their teeth for cheap, they can help you with three teeth in total, and i've used up one of it, and saving the rest for real emergencies. This is very telling and confims what we already knew. Many students are NOT here to study. Most are not. The student visas, which the liberals hand out like candy on Halloween, are simply an easily abused way of getting residency.
