He's living in a fairytale world fighting an unwinnable war. I think the US is right to pull the plug on financial aid to try to pressure Zelensky to negotiate to end the war. Unfortunately, to end the war Ukraine will likely have to concede the land they lost. But the reality is Putin will never give that land back. But it's better than more people dying everyday. There is a provision in the affordable care act (ACA) that penalizes certain individuals who make above a certain dollar amount. The amount is either $150 or $300 for the entire year. I concur any monetary penalty against anyone for not having health insurance is outrageous. I could be wrong but I believe this aspect of the ACA was never implemented under President Obama and it was indefinitely suspended or revoked by President Trump.
