It’s a problem here in Canada. They aren’t heading to the USA basically all of them stay cause it’s just easy. Nobody would have a problem if they made an effort to assimilate and some do but the ones who don’t ruin the image for the rest of them. Lot of people....the original citizens feel the burn since the world around them is changing. It's natural that they harbor these ill feelings. Most of them are ill informed and have these racist views. It's true for every immigrant community that emigrated from Europe as well. You have Irish immigrant towns, little Italy's, China towns, little India's, polish neighborhoods in Chicago etc ...these kind of neighborhoods are all over north America (USA & Canada). This is natural. Assimilation happens in 1 or 2 generations. Economic expansion and fulfilling social security benefits for the older generation needs population growth and a new younger workforce. This is achieved thru immigration of skilled labor force of all kinds. Population dynamics and demographics keep changing all the time and it has happened thru out human history. Now we are living in an interconnected and inter dependent world. It's better to adapt to change and move on and retain your loyalty to the country they migrated to and contribute positively to their economy and try to assimilate as much as possible and be aware of the sensitivities. This new immigration is from Asia and they are of different ethnicities and cultural background unlike european immigration that happened earlier. So some backlash to these new people's is to be expected and there will be lot of scapegoating and stereotypical epithets that will employed to demonize the new immigrant groups. We all have to adjust assimilate and move on in this great circle of life.

The questioner is just proving her own questions? What is non-compliance as a student? Not going to the college? How many colleges shut down their courses within the said period? Do you expect students to be firever students? What if they get work permit while still being student? This is very possible for the IT engineers from India, they are student here but get a job in USA or any other country and they leave. Where are the statistics of students who got married to Canadian nationals and decided to stop studying because of family expenses? It will be easy to track down the fees transfer and return of these said 8% non-compliant students. Did they get their money back? If not, then why didn't colleges paid the remaining fees back and report that non-obligatory to the study visa rules? Super wealthy Western countries first priority is to its own native population and country first by investing in them. Well.. Arguably Nova Scotia had the advantage of being a eastern port with the potential to be greater GDP than Manhattan.
