I lived in Brampton 2013 to 2015 and there were so many job agencies and Immigration companies that catererd to only Indians and they will turn you away if you are not Indian. I was surprised that the law did not intervene. It was a shit show then with so many racist Indians and Pakistanis, crime-ridden and just horrible so I can't imagine what it's like now.
