Systems based on honor and lack of corruption get used when people used to bribery and corruption (most Indian politics, policies, taxes, etc) will use the hell out of it. That's why it works in places like Denmark, Finland, etc. They don't let just ANYONE in, it's actually quite difficult. Come one, come all - Canada will give you free health insurance and better than basic income, just claim refugee. It'll take years to progress. Canada will also give interest free loans while you're here. Most just pool up their funds and buy businesses outright.
