I’m not understanding your statement that people are coming by bus from Canada to the US. They will get stopped at the border and be asked for documents to enter- I’m not understanding the bus schemes you are talking about! Can you explain to us how are they crossing the border with the bus? Generally if you cross the territory of another country none can stop you from using the transportation available in that country the drivers are not in the wrong here and are not obligated to check the passengers for a visa.
