I know everyone is not going to agree with this, but I just want to be rational. Do you realize Mexico can't own a gun but the cartels are heavenly armed even more so than the military. And yes, fast and furious we knew this., why don't we? Arm the surveillance and teach them how to fight. Maybe they can stand up for themselves just like the people in Ukraine.
