One option may be to remove DTAA & impose income tax on foreign gross income of Indian citizens, like the US (US citizens/GC holders are taxed on their worldwide income, regardless of where they reside), & build a world-class work environment in India with that tax amount, so that high-skilled Indian talents can return back to India to start start-up to develop app like WhatsApp/FB/Google/Amazon/MS/Meta (like China) or find suitable job/Business.
