For a disclaimer, provincial programs are based on a specific province needs and just because one was opened when you planned to go and study or work in Canada, it does not mean it will be like that forever. If an agent made you such promise, then he was misleading you. Again for those people demonstrating, nothing has changed for them other than one future option was gone.
