There is a clear lie in that video. Nobody is in Limbo. Mind you there is normal Federal Express entry program still happening. The practical problem is, that provincial nomination does give so many points, that it is a guarantee of normal express entry pull as long as you just meet criteria to enter Express entry. So provincial nominations are suitable for people that might be otherwise struggling with points (older age, less language perfection, les bonus points from education or work experience). For a disclaimer, provincial programs are based on a specific province needs and just because one was opened when you planned to go and study or work in Canada, it does not mean it will be like that forever.
